About 10 years ago, someone screwed me over for a video card, and ive owed PayPal 400 dollars ever since. Was wondering if I paid this 400 dollars, could I get my PayPal account back? If so, how soon? Is it guaranteed?

Why dont you send them a mail, ask them if they'll give you your account back, sure they will answer you.

Was your SSN attached to the account? If not, you could probably just create a new one and they would never even know. Even if it was attached, you could probably create a new one and just not add the SSN verification to it...I know people who have been in similar situations and just created new accounts without issues.

From what I remember hearing it's probably best to use a new bank account as well. Not positive if that would throw up a flag or not, but it's probably safer. Even if you previously had your checking account setup with PayPal - Use your savings account instead and I doubt they'd notice.

You cant use the same bank account or Debit Card, Paypal checks when you add a new card or bank details if they are linked to other accounts.

    Hope this helps.

If someone screwed you over then you should have opened a paypal dispute and had that refunded to you?

Well, I would suggest if you setup another account you do the following

    - Use different address
    - Use new bank account & Debit Card
    - Use new email address
    - Do not link to an ebay account associated with your previous Paypal account / email address

and I would advise you don't keep any funds in there for long because if they do work out that you have setup another account they will take the $400 from your balance and close your account.

Using totally new address and identity may be your best choice if you can't sort the issue out with PayPal telling them that you are willing to pay what's required.
