I have called them and talked and then got a mail stating that we are closing your account. What the heck? I can't even refund to my buyers. They said I was selling illegal stuff.

I lost my 4 year old Paypal account. They just limited it forever . I called them up and asked if I can create new one then one of their low level support member said that yep I can create but then again I called and talked with a higher level staff and he said NO I can't and If I make a new they ll gonna limit it again.

Now here I'm asking what is your experience with 2nd paypal? I can make new paypal and add different bank/ card to it but same address.. will it work? or they ll catch me and limit me again.

any help will be much appreciated. I desperately need a legit paypal account.

The answer to this , of course, is no. You can not create two accounts with the same banking information. Even if closed, for whatever reason, you can not.
I love the face that people try to make paypal out to be the bad guy here. The fact is that they're not. Paypal is reasonable, they're taking steps to protect not only themselves but their millions of customers. They don't arbitrarily 'close accounts', they close accounts when they see suspicious activity , and even then, only when it's enough that they feel it's necessary to protect their clients.

Not necessarily illegal stuff, but stuff that violates PayPal's TOS, or you've got too many chargebacks, one or the other.

I've had multiple paypal accounts. One of my accounts went negative over $200. I created a new one under the same name and everything. But that was 5 years ago. Still to this date, paypal never contacted me about my new account.

The simple solution is to withdraw your funds to your bank account after 180 days from your limited Paypal account.Create a new Paypal account with different bank account/credit card details and same address but you put name on your mother or name of any other family member.
