You CAN upload it, but then he would need to scan it in :p :p :p
    Go to a library maybe?
    Friend's house?
Or someplace that has a scanner, if possible a fax machine to send your stuff over.

    No only one of them.

Although do note that in some cases where they decidedly don't want to unfreeze your account, if you upload as opposed to fax, the checkbox on the tasks to be completed for sending documents isn't checked upon uploading.

That's not a good sign... Have they also asked for proof of inventory for some transactions?

If yes then theres a very good chance your account won't be de-limited.

I had over 1K when my account was frozen. I only uploaded documents. There was no checkbox, I uploaded the same docs over and over until finally, I included a hand-written explanation of my situation and signed it. The account was back open in a day. If you have a situation where you think an explanation would clear things up, write it up, sign it and upload it. Maybe it'll help.

Btw, for those who read this thread in the future - there's no need to actually scan the docs. I just took photos.

I would contact PayPal directly. They will be able to find all of the documents related to your account and tell you whether or not they received it.

Maybe they haven't reviewed your submission yet. It wouldn't be an instant process like the phone verification is.
