I've made an account too on the day it started. When I saw that it's a Send Only account it was like, I've been charged for 5$ for nothing I think it will take like 1-2 more years to start get in business.
no, it depends on whether PayPal want to expand to your country on not. Estonian banking system is probably one of the best in the world, but still PayPal decided to expand to Poland, Hungary and Czech Republic, probably because these countries are just so much bigger that Estonia.
It quite difficult to measure something like that, but the "Global Banking Services Report April 2007" (http://forums.digitalpoint.com/showthread.php?t=347199) shows that Internet banking is more widely used in Estonia than it any other country, that should be some sort of quality sign. Also there aren't many countries where you can log into your bank account using ID-card or Mobile-ID, or where filing a tax report through Internet bank takes less than 5 minutes (I have heard it takes days in USA), or good old cell-phone payments that PayPal has been working on lately have existed for years in Estonia. I don't think paypal comes only in bigger countries, Romania is a "big" country, but political environment, fraud problems can also decide whether or not to operate in our country.... Remember, we come from communism block....
