Paypal 21-day hold on new payments made

    I have an 18-year old Paypal account. The past week I made two payments from my Paypal account to users. Both my payments ended up on hold in the recipients' accounts.

    Paypal wants me to confirm the transactions after 48-hours that I have received the product or service.

    This is the first time my payments started ending up on hold. I then contacted Paypal and they confirmed that they are implementing new security measures to apply their buyer protection program.

    They confirmed this will be rolled out to all users globally. Payments will need to be confirmed after 48-hours by the sender. The recipient may only receive funds in 21-days. Apparently this is to protect buyers, sellers and Paypal. There is also no way to confirm transactions earlier.

    Anyone else getting this too?

    I got same issue sometimes for my payments but as i noticed that this happend if we are sending invoice for any payment. If you are paying directly to email or from paypal me URL then payment will go to reciepient paypal account instantly and he can apply for withdraw but in case of payment through invoice mean create invoice on paypal and sending to client and client is paying through invoice then you should wait for 21 days.
