Big surprise, however it may just be a short term web problem. Nonetheless these US debit card programs are all short lived as the law prohibits operating a bank within a bank and since the due diligence is usually nothing more than scanned ID they are used for Paypal scams as well as withdrawing hacked US bank account funds which ends up getting these programs killed -- not even including the fact that PP always catches on to this and ultimately limits the accounts of people using these cards.
