you can use them you can add a bank account in paypal matches the data in Payooner bank account and transfer money from paypal to Payooner if you need payooner balance..
Yes that's true,that means both Payoneer and PayPal could work hand in hand.But for my case i have just decided its Payoneer,It serves me better than the other modes of payment.
I much prefer PayPal, easier to use and faster transfers etc. That being said I have always had good experience with Payoneer. Just prefer PayPal.
I do have a PayPal account but its dormant at the moment.It once messed me up that's why i decided to shift to Payoneer.

I use paypal and love it you just have to watch for their random restrictions they like to put on someones account.
Hello There are two categories of activation: 1.Within US and some other countries charges $9.5 activation fee when your card is first loaded. 2. $ 24.95 Card activation-outside US-Listed countries which are: Albania, Angola, Belarus, Bosnia Herzegovina, CôteD’Ivoire, Congo, Ecuador, Ethiopia, Iraq, Kosovo, Lebanon, Liberia, Macedonia, Montenegro, Pakistan, São Tomé & Príncipe, Serbia, Somalia, Turkmenistan, Zimbabwe. Payoneer +1 I don't like Paypal because it's a problem in my country to use it normally(Russia). I've tried to use it for processing payments, was approved for BA, but when I tried to withdraw money was asked to put $10K deposite and all money I earned were moved to hold for 6 month. Payoneer is more stable for me.
I say both if possible. Since Payoneer provides more flexibility for people in non-PayPal-friendly countries, you would be extending your reach of potential customers.
