Payment sending problem with Paypal..

Hi Friends,

I am having $60 in my pay pal account.

Whenever I am trying to send money. Message displaying : " As per Indian Government rule my account is not have sufficient balance add your bank account to add funds"

Is my $60 blocked ?

Is there any problem with my account?

If $60 blocked. What I have to do to release that amount?
