    I believe you can sign up for a virtual credit card through paypal which takes money off your paypal balance. You can then use this virtual credit card to sign up for adwords.

    Google don't accept PayPal, next time you have a similar question please use the Google Adwords Help Center, it will answer the majority of your questions.
