i want to send someone a few dollars by paypal, the guy is not yet 13 and lives in the USA, i know it maybe against the COPPA law, but i am outside the usa... the guy is a member in my forum as well... would it be legal?
There's no law against giving people money... unless they did something illegal to earn it. As long as you're just paying him for posting, or for a banner/logo, or something like that, there shouldn't be any problems. COPPA has to do with collecting personal information, not sending money.
You just need his email address, and AFAIK that isn't enough to fall under COPPA. If it were, getting an email from anyone under 13 would be illegal. If you needed his address or something that would be totally different.
could you not send it to a parents account? asking for the email of an under 13 is breaking the COPPA law, even if its only a paypal email, its still there privacy. i would ask them to provide their parents paypal account email and pay it into that.
thanks for your replies, peeps. it wasn't a paymant for any service, he just said he doesnt have enough money for something, i thought i'd cover his few missing dollars. anyway, sent him the money, so thanks for your info guys, much appreciated!
