Meta tags should be between <head> and </head> tags, You are using it after <body> tag and yes you are using title twice, one after <head> tag and one after <body> tags

1) For PR lovers PR is important, but it can not brings traffic. I am not telling PR is worthless. 2) Alexa is definetaly worthless, dont care about it. 3) Keyword Density is too worthless, there is no need of this word if you are having your own, fresh, unique and rich content. 4) Always place your targeted keywords in starting of title. 5) Make description of each page unique and containing keywords that you are targeting, it is good to use define location in description if you are targeting only specific region.
