Don't worry about the other person because they would have already account for the fees. If they don't, it is not your fault. Basically, if the other party uses a personal account, they can receive paypal balances without fees, the catch is that they are not supposed to be using a personal account for business purposes. However, if the other party has a premier/business accounts (which they should), no matter how you pay them, they will still be charged a fee. Remember that Paypal is not a charity and they do have bills to pay and mouth to feed so they need to generate enough income from the fees to support their operation. If a mass majority would not be paying fees, they would have to file for chapter 11 or levy higher fees to those who pays or levy fees for all accounts. Business make money so they should pay those who help them make it.
If you want to send $1 to people and they will receive the full $1, then you need to make sure these 2 conditions are satisfied - 1) You use your Paypal balance to send money to others (and not charged to your credit card). 2) Receiver of your money must personal Paypal accounts.
You can even pay someone with just $0.10 as long as they have a personal account there will be no fees.

That is not true because currently my PayPal account is linked to my credit card and when I send money to people, even if they have a personal account, they are charged, I'm pretty sure. I say "I'm pretty sure" because I didn't ask them if they have a personal or business account, but I really doubt they have a business one!
yes it is possible to send $1 because i have send $1 and $2 to few DP memebers here for xoom commission... so i know its possible....
