I suppose not since they are manual surf programs. Only auto surf programs are not allowed. But better is to ask Google.
Well Google has taken a hardline stance on a particular surf exchange I use. It is manual only, but Google said it is "inflating impressions" and causing increased costs for their CPM advertisers and the inflation of costs is against their TOS So, I've stopped using traffic exchanges for my AdSense pages all together.
I once enquired about Blog Exchange, but Google's reply wasn't extremely clear on the point, so I stopped using it. I simply won't take the chance and the traffic gains using traffic exchanges like that are minimal.
The reason for this post is that I got a little smack on the wrist from Google yesterday. They sent me a letter that follows. Now, before people try to flame me, I DO NOT PARTICIPATE in any type of programs that generate, or entice people to click. In fact, I am an Adwords user as well, and I would never do such a thing. However, I have a blog that I have had at Blog Explosion for quite some time. As you are aware, it is a manual surf site that lets users visit random blogs and click a button to move on when you are done reading it, or are just not interested. That is THE ONLY thing that I can figure would have prompted Googles response. I have disabled that account at Blog Explosion, and sent a reply back to Google for some clarification. I will post any response they give. I think it is a good learning experience, and maybe this will help prevent myself, or someone else from making a mistake in Gs eyes.
To not use any type of traffic generating program like surf sites, manual or auto. I had my blog on one or both of those exchanges mentioned, and some time back, google sent me an email and after a few exchanges, they told me where the problem was in their eyes. So I deleted my accounts and that was that.
Manual or auto, it generates artificial visits, thus inflating Adsense impressions. I'm guessing this is what they mean.
