You pay people to click? That's disgusting and against programme rules, and it betrays trust. You're stealing advertisers monies.
They are talking about paid to click site they want refferals to. Some sites pay people to read ads but only a few cents if that per ad. They are usualy not adsense sites because they get banned, They also could mean affiliate program they have ads on site for like other small search engines that pay for eah click.
Wow. 1 Cent....I could do so much with that! Paid To Click sucks, they aren't even worthwhile for advertiser and/or publisher. Click, Close, Click, Close. Publisher = RSI. - To even earn $1 you need 100 clicks Advertiser = 1 Second Visitors.

I've tried one of those programs before, I even referred a friend who also clicked ads. After all the ad clicking I think we managed to get 80 cents. lmao. payout was either $5 or $10, I'm not sure. Its not a good source of revenue.
