Pay to advertise a startup forum?

    At what point in the life cycle of a forum does it make sense to start spending money on advertising? Do you guys think about it in terms of ad dollars generated or in terms of site traffic?

    I was thinking at start up, where you have less than 200 members as if you have mroe than 200 then normally it advertises itself in SEO etc.
