I wanted to start my own, pay per sign up, but all of the sites i've tried require SSN#, is there any that don't , cause SSN# is a little risky, even if its a trusted site.

you're going to have to enter your ssn if you're joining a usa network, either that or get a company and put in a ein instead of a ssn
