Hi, Does anybody know of any affiliate programs that will pay you per lead (ie. maybe $2-3 per email and name submission with no credit card info) and will also pay you for every sale that is generated from those leads as well? What I have in mind is a program/site that has a 'free to join' option (which is counted as a lead) as well as a paid upgrade option (which is counted as a sale). Does anyone know of any programs like this that accepts affiliates? Thanks in advance!

You may be able to find various advertisers on networks such as CJ (Commision Junction) that work that way. There are none that I'm aware of CPA network wise that pay per lead and commission per sale.
Have you looked in the CPA Networks, there are many online. Some really good ones and some not so good ones. Over 100 listed here with reviews and info on how they pay, when they pay, etc.
