Pay Per Install tracking - what should I be looking for?

What should I be looking for if I need a system that tracks unique installs? What I mean is, for an affiliate program that pays affiliates for every install they produce, what kind of programming would be required, where should I look, and how much would it cost?

My affiliate website would have to have a backend that tracked the number of unique installs by their country of origin and credited an amount for each install depending on the country. I would also need to have a private backend that tracked the number of total installs and how many of them were still active. I would need to be able to see the overall stats and the stats of each affiliate.

Do you have any idea how much a job like this would cost?

is the toolbar already made, if so with what ?

for what browsers / os ?

this backend in the form of a windows application / linux application / web application ?

What sort of resources would be available to this backend software, would it be on a dedicated server, in someones office on a 2meg adsl line or what ?

stuff like that ..... you wouldn't get many ppl wanting to give you a quote for "just a toolbar"

The toolbar is already made, with toolbarstudio. Browser, IE. OS, windows. For the backend I figured a web application seeing as affiliates would need to access it from the affiliate site. The backend would be on a dedicated server. :)
