Another issue to consider is how long it will take you to set up the campaign.

    Some questions:
1.) Is your client coming up with the keyword lists on their own?
2.) Is your client writing the creative for the ads you will be running?
3.) How much is your client willing to spend per week or month on the PPC campaign?

If you have to come up with the keyword lists, break them into targeted ad groups, and also write the creative for the ads, you might want to consider an hourly rate. Or at least break down those tasks into how long they will take to complete and then base your overall quote on that time plus the ongoing tweaking required with a PPC campaign.
