Are there other negative impacts? Have you done such campaign? What were the results? Were you satisfied with it? what were the long term effect?
Its pretty much only useful for a few purposes, if you don't know them then you probably don't want to buy it. This is junk traffic. Its great, however, for: 1. Faking traffic stats for whatever reason (most likely to sell your website for a higher price). 2. BH CPA offers - If you are redirecting a bunch of people and doing something blackhat to an affiliate or CPA offer and are converting at around 100% this looks suspicious, therefore you purchase some of this junk traffic to bring your conversions to a more natural level. 3. Basic leveling out - anytime you believe you need some junk traffic, usually with a BH method, to make your stats look more natural you sprinkle some junk traffic like this in on it. This traffic will not convert for you, you will not make sales or adsense clicks. This traffic will also not help you to rank better in search engines which it sounds like you were asking.

And people who link to your site and your seo is what affects ranking. Though it doesn't necessarily mean you will rank high anyway. It's like a crapshoot.
