I am looking for advertising company like cj or anyone where I would pay for people that would do something on my site (for example) for everyone who signup I will pay to ad let say 1$, basicly I am looking for a company similar to cj but those ones who do not charge you a 1000$+ in front just to setup account. Any suggestions ?

Its free to join and log in. Its a very professional setup and has lots of affiliate partners as you will see. Lots of options PPC, Pay per lead, % commission, etc. The big companies like Visa, Mastercard, insurance companies, etc use them so they play with both the big boys and the little guys.
