Is there a tool that tells you what a website's PR was in the past? At any given date? I think I saw it mentioned at a post at SP forums, but I am unable to find it.

No way to do that I know of.
Start keeping a notepade file of your PR each month or post the question on Matt Cutts blog. The Google Guy.

Also post the question to Google Groups/General

If you track the sites in the back link tracker portion of the keyword tracker, it's available there (historical PageRank data).

I am sure I saw a site which generated a chart showing the PR of certain sites over a long period of time. It also showed temporary fluctuations.
