    Can Passport alone be considered as Photo ID and Address Proof ?

    Passport thats alone is enough for everything.. Address proof, photo id..
    But some times institutions ask another doc in addition to .. even just a telephone bill.

    Problem is I ONLY have PASSPORT. Other bills are in my Wife name.

    If I open my accnt and If paypal limits it , can they accept PASSPORT alone ?

    Yes passport is ok with paypal.
    And for utility bill,paypal just want to check whether the address is true or not.
    No matter whos name at the utility bills its working.

    Passport will work 100%. Plus you can provide driver license also. As you said you only have passport so please forward scanned copy to paypal. You can call paypal if needed.

    Ofcourse passport is enough for all. that is the only proper identity proof that anyone can hold. I give scanned copies of my passport for all the required work, they don't ask me anything else when i give that.
