I'm considering adding one of my clients links to my blog.

Which do you think is best to get the most possible link power?

--> A blogroll or footer link using the proper anchor text?

My blogroll has 6 or so websites listed in it.

Could it be that blogroll links would be discounted more vs. the footer where the new link would only be 1 of 2 links?

Traditionally the footer has been used to show a relationship between 2 websites or a network of sites so I'm thinking there would be more power passed along if I used a footer.

If it's your friend's website and you want it in your page permanently, then it's better to put it in the footer, otherwise, put it in blogroll.
