passing on pagerank to new site

I got a domain through backordering that has some nice PR backlinks, but the domain was banned from google from the last owner (it was a mfa site but before that was once a popular blog), but I got it reinstated. What is the best way for me to pass this PR on to another domain, the links it has PR coming in from won't have relevant anchor text to the site I want to point it to. Am I better off 301 redirecting (that passes PR right?) the whole domain to the new one or creating good links on the domain that have strong anchor text for the new one.

    Thanks

i am not sure if a 301 is the best idea, maybe just a text link iun bold is best option.

You can use either of those method, both will pass PR juice to your site.
