    Mainly yes as scraper sites are full with duplicate content, also ehow like sites are mostly effected.

    Targetting content farms was the primary objective of Panda algorithm. But apart from that they have introduced many other factors to determine whether the site has quality contents or not..
    1. Loading time of site. Faster the loading time, better the quality of site.
    2. No excessive ads on site. (more than 5 ads per page is treated as low quality content)
    3. Back links from authoritative site are imp than bulk back links from low PR sites.
    4. Age of back link is also considered now. So no more short term paid links will be helpful to your site.

    Since the Google Panda Update every single marketer should forget about duplicate content .. it will KILL your websites .. now I don't know how many of them are smart enough to understand this..

    It is an update on Google's algorithm in validating content of websites and ranking websites according to importance. True, this update targets content farms/duplicate content as what many replies here have said. But as long as you have relevant, up to date, optimized content and you are only using white hat SEO techniques for your website, there is nothing to worry about.

    Google Panda mainly emphasis on quality and fresh content and punished the sites which have duplicate or poor content.
