    PR of course...

    Most people submit for PR, not for traffic.

    I have seen a thousand threads like "Submit to PRX directory"...am yet to see any thread "Submit to XXX uniques-a-day directory".

    I think PR is important for those who submit to the directory, and traffic and PR for the directory owner.

    I'll go for PR, since most submitter are looking for high PR. and mostly all submitter are webmaster, seo, etc. By improving PR you will also improve target keyword of the site and might also get a traffic from SE.
