Go and turn it to a paid/free version.

State what websites are accepted, clearly, on every submit page.

    Something like :

If your website is not a forum, it will instantly be deleted.

    In BOLD.

    Put a captcha module ..

    And so on.

these are rules already listed in the add forum url page though ill make them bold tht sounds ok.

apart from that shd it be a 100% paid or i leave it a free directory
it has options for tell a friend, vote the forum, review the forum, google page rank

Just remove anything that's not that important from those rules, and leave only what's important (on each add url page), like the ONLY FORUMS OR DELETED.

All the rest, just put them in a separate dedicated submission guidelines page.

You can either make it a free/paid one, or a paid one.

Something you might think about even if you decide to still accept free submissions is to offer a couple paid options as well. Since you get alot of visitors I would think it probably takes a bit of time for a submission to get reviewed at your site. Offer a express review option for a small fee. You might be surprised how many people will spend a couple bucks to get a fast inclusion. Also, think about offering a Featured Listing option. Many people will pay for this option to make sure their listing is not buried in a category.
