Pages titled "link" in URL

    Recently received a link exchange request in which link placement was requested on any page other than a page referenced as a "link" or "links" page in URL. Do search engines give more weight to say a link on am "index" page vs. a "link" page?

    That's a bit of a strech. I think it's easier to tell based on the number of href's on the page. If a page consists of only links, you don't need a title to tell you that.

    Maybe I should re-phrase the question.
    Is there a difference in value of a link on a page full of other links vs. a link on a page full of relevant content. Or is the value measured the same, so long as the site is relevant?

    url can also be measured as SEO weight. a link to teen site from teen page(let's say teen.html) carries more weight than a link from link.html page.
