Nope. I've seen a lot of web pages with less PR ranking over web pages with greater PR. This is because the PR of the web page is not directly a factor of its placement but the summation of link weight it has gathered from web pages linking to it with good link juice contribution. Another thing to note is that, the green bar indicator is periodically updated, thus you can't really tell that a web page having PR 0 is really PR 0 (if we are to compute on its current link weight summation [which is a factor pushing it up] gathered from its backlinks.)
A Big fat lazy NO. This will always be disputed but I page rank only helps others connecting to your site. It does nothing for your website. You can have a page rank of 0 and out rank websites with page rank of 6, I have done it countless times.

People tends to misunderstand PageRank. PageRank is STILL a ranking factor. However, the question would be how heavy is the gravity of PageRank and it's effect on rankings?
