PageRank vs High Traffic LinkPartners?

    I've got a question that I could'nt find answered in searching the topic data on DP.

    I receive quite a regular flow of link exchange requests daily and in determining who might make a worthwhile partnership I have in the past looked at traffic stats for the website's popularity because I surmized the better their traffic, (the higher their daily unique visits and page views) the greater the likelyhood of receiving vicarious traffic from their site to my site. I suppose I just figured it made good common sense to select the highest traffic sites to make my link partnerships with.

    Recently however in reading some posts in webmaster forums I've heard so much emphasis made about PageRank (PR) being one of the most important considerations one should make in determining who to choose to link partner with. So I started getting PR's along with traffic ranking stats for my link partner prospects and lo and behold I found some sites have fairly high traffic and yet only have a PR-1 or even a PR-0... I'm baffled. How can a site get heavy traffic and still show up as a PR-0 on Google's algo..?

    I even read on some SEO forum that you should take every link exchange proposal that comes your way because each one is a cyber vote for your websites credability on the web. Hmmm....

    What factors do you use in determining a worthy link partner besides the obvious subject, content and keyword associations..? Does a website's popularity or PageRank factor in there somewhere..?

    Is it true that if my website has a PR-5 and I select sub PR-5 sites to link with that my own PR can be affected adversely..?

    Any insights would be greatly appreciated..!

    On topic:

    A bit of both is best :) Sometimes direct referal traffic converts better, in other situations SERPs convert better.

    Thanks for the feedback but are you saying that neither traffic ranking or PR determines your selection of a link partner..?

    Wll since writing this post I've done a bit more research and I think my conclusion is to give up the concept that PageRank should be a primary factor in determining a worthy link partner. I'm just seeing to many examples of sites that get good to great traffic and somehow get listed in the top-20 serp's with low PR values.

    I think my standard is now going to be:
    Content - Relevance - Popularity & PageRank
    in this order...

    I'm starting to think that this whole seo process is just alot more uncomplicated than I think or have read about. I thank those who contribute their knowledge and expertiese each day and enjoy reading the posts on DP forum.
