It comes when it comes nobody really knows unless you work for Google that is, everybody else telling you dates are simpley guessing off whats happened in the past. Generally bet guess is roughly 3 months from the last update but thats excatly what it is simpley a guess.

Just concentrate on making your site as good as it can be and keep promoting it then when it comes round it comes round.

Yes, Google always update PR in 3 months interval so next would be jan 09

PR does matter alot and I think it would be updated anytime in late Nov or Mid Dec.
