P.R. actually changes every day, Google just doesn't post it to the tool bar. As PR is based on the number of pages indexed in Google, the more pages they index the lower a PR rating will go, so if your site is standing still, the PR may go dowm. Evidence is Google itself went from a 10 to a 9 recently. We use SEOmoz metrics for page authority. They do a good job of adding every thing into the metric and it's updated month;y (or so)
The experts are saying Google PR is updating weekly now. And that weekly update will reflect on all toobars or PR feed displays.
I thought Google PR update takes a single month, I am hoping to get a rank up when they update it as my blog is still PR0.

Don't worry about Page Rank. Google now focuses on the quality contents. So update your blog or website on a regular basis with quality contents. May be after some months you will be awarded high PR by Google.
It seems PR3 is relatively easy to get but it gets a lot harder after that. The jump from 3-4 is harder than 0-3.
