    I also noticed a slight jump in the PR of one of my sites (mostly from PR1 to PR2 or PR0 to PR1). Nothing drastic, but slowly climbing.

    I bought a crappy unpronounceable 6 letters com domain sometimes back, it had pr 3. Once I develop it, the PR is gone. Today i checked the pr 3 is back. So something definetly happening.

    I find that PR isn't really all that important (ie: it doesn't seem to have that much to do with SERPS rankings at all) but yeah.... I am seeing it now that you bring it up. Mostly move-ups for me. At least with all of the domains I'm actively working on.
