    Many Thanks wiki is king!
OK can somebody tell me if i'm on the right track, the aim is to get as many backlinks from high pr sites as possible? So if we could then 1000 backlinks from 1000 pr10 sites. this would improve our page rank and in turn our where our page appears in SERP?

Are external links linking to my page with high PR the only way to improve my PR or are there other ways?

For example how does site A who has less backlinks rank higher in SERP than site B who has 10000 backlinks of pr 10?

Sites don't have PageRank. Pages have PageRank. Read the page on Wikipedia again or search on "how PageRank works". PageRank measures both the quantity and the quality of the links that point to a given page.

Generally speaking, any link from a page that is in Google's index adds to the PageRank score of the target page. The value of any link is based on the PageRank score of the page where the link resides divided by the number of links on that page. So when comparing the relative value of a link from different pages, you need to look at both the PageRank scores of those pages and the number of links on each one. A link from a page with a lower PageRank score can easily be of more value than a link from a page with a higher PageRank score if the latter has many more links on it. Its not simply a matter of the number of backlinks a page has.

It is nice to have high PR but traffic is much more important. Try to add your website links to the links directories and your articles to the article directories just with that idea –you want to get more traffic-
If you do that way you can have both at the same time. Traffic and PageRank
