I don't think anyone will be able to say yes or no without any info
To your question to check when/if you are able to purchase it go to snapnames.com and make your order there. You will pay $60 min to get it if no one else is interested for this name

If you really want it, you should pay him to renew it during the pending delete period (assuming the registrar allows this). You'll have to wait 60-days before he can transfer it to your account, but it'll be cheaper than dealing with the drop catchers.

PR4 is good if that domain have more active links
You can use SEO -elite to check it not use any website check link because it use cache to show you. That mean not true.If you check and have more active link minimum 2-3 link of pr4-1 and other pr0 you can get it .Believe me .when you take it already pls make web site it fast before google up date .Now google just updaate pr on 2-3 weeks ago.So you have time 2-3 months to find good backlinks to support this domain too.It fast more creat from pr0 website.
    Good luck friends.

Depends, if you feel any use of the domain then only take it.

    Go for it buddy!

But I like the advice given by flagday.

Better you contact your friend and give him more than what the renewal fees are. Have him renew the domain name within grace period. Create your own account with same registrar and have the registrar transfer the domain name between accounts. Most of the registrars offer this service these days.
