Hope, many here runs blog on bloggers/wordpress. When creating new post, title tag and the post tile are become same, and also the uri string. However, there are some seo plugins for wordpress to modify title tag to be different other than post title. My questions is: What is actually better? Should they be same or should they be different?

    Regards

They should be different.. If every page title will be same then Google will consider as duplicate.. Google gives report on this in webmaster tool.
    For post, use title like
    Post title | Site title
Many Seo plugin offer the same structure.

You misunderstood. He is talking about the URL string (i.e. www.blog.com/name-of-post) and the Page Title in the browser (Name of post - Windows Internet Explorer) being the same. Not the title of the Website and the title of each page being the same.

You have to write something releted to all. You can specify different meta for all pages in Blogger. But wordpress not allows you to to do that.
