What factors contribute to the high page strength?
    and how do you measure?

Well I'm sure as you know, page rank is mainly determined by the amount of linking you have done, that Google has indexed. Its rarely accurate and you should focus more on SEO website promotion and the like.

If you want to improve page rank and ranking, my site (SIG) has products which will do that ;)

I had a site that didn't have any links to it that had PR6 or something. It is strange and hard to figure out. Just make it a good site, get some links from quality sites and don't worry about it too much...my 2 cents

Page Strength is SEOMOZ's tool. Dont get it confused with Toolbar Page Rank(TBPR) which are the green pixels google gives you.

Page Rank is not worth worrying about. Seo mozs Page strength is a much better assesment of the quality of the site your inferring to vs. TBPR which can easily be faked for starters.

These page strength tools look totally useless to me. For one thing they base WAY to much emphasis on .edu .gov tld's and links from dmoz and wiki. Matt Cutts has said himself more than once that Google does NOT give these links any more value than any other link. There is no boost from being linked from these sites just because of what they are. if anything the only boost you do get from them is because they tend to be high PR.

Also half of the stats they collect are wrong. The seomoz especially never seems to work. Besides what I stated above, it always tells me there is no Alexa ranking which is totally wrong, and it also says 0 yahoo backlinks when in fact there are THOUSANDS. I have also had other tools that count all inbound links as external links and are just pretty much useless. Your better off doing the research yourself. These numbers these tools give you are a total waste of time.

page rank isnt important, it generally comes about from the quality of links linking into your site. I say its not important because, if you look on google natural search listing, often enough sites with lower page rank are higher up the list than those with high page rank. At the end of the day all this seo stuff is meant to get your site to the number 1 spot.

Your internal link structure will also play a factor in what pages rank higher.

Not sure if you are asking about "Page Strength" of webpage in general or about tool from SEOmoz?

In general webpage strength depends on many factors but in general:
    - incoming links (from where: directories, blogs, nofollow, website, social netwoirks, etc.)
    - how many other backlinks on webpage
    - relevant to subject? (from SEO point)
    - PR of webpage and domain
    - outgoing links on webpage and domain
    - alexa, compete, etc.
    - ratio code/text
    - validated code (XHTML, CSS, etc.)
    - SEO friendly webpage
and only G (I mean God not Google) knows how many more

I agree. But people believe differently, as always ;)

Either PS needs to be remade or another better tool has to come out.

    - page strength depend to many factors and no one can give the right answers, all of them are suggest.
    -these factors are:
    - internal linking,
    - income links,
    - the page rank of the web site where you add your web sites, and the web page where you add your web page,
another google look to web sites that link to the web sites where you will add your web site.
    - page stranght differ to rank well because the most important factor to rank well is anchor text and more related links.
