Buying Page Speed Improvement - CSS Image Sprites and Browser Caching Setup

    I'm trying to improve my website's page speed rating according to Google's criteria. The main areas where I need help is setting up css image sprites and browser caching. I think I understand the basics, but I'd like someone to help me set this up. Do a good job and I would want this also setup on my other websites. Thanks.

    Wordpress sites?

    - WP3 Total Cache and WP Minify will help speed up page loads.
    - also, changing your permalinks so they start with date reference can drastically increase load times on large sites (vs. the typical domain.com/%post_title%/ permalink structure)

    No this is not a WP site or else it would be much easier to just use some plugins. This is custom designed CMS. It just needs several images combined into a css sprite and it needs browser caching setup. Hopefully someone can help me out.
