Page segmentation is the visual analysis of a web layout's structure.

It is a method search engines use to determine different sections of a website. It allows them to differentiate between content, navigation, advertising ..etc. This allows them to increase or decrease the weight or impact of any links contained within specific sections. I should imagine that it will play a part in how Google and other search engines detect paid links.

Microsoft actually published a research paper on this titled VIPS if you're interested.

I'll warn you though it isn't easy reading :)

Page Segmentation = analysis on the parts or structure of a web page wherein search engines are looking at the independent parts/blocks of the webpage and checks for their relevancy
