page ranking?

    ok, I'm getting the idea of how having a link on a high page rank site improves your sites rank.. cool. So, what if you get a link on a page of a site that the main page has a high rank but the page you are on has a low or non existant rank? Does it filter down or is it useless?

    It's not useless -- all links count but high PR links count more.

    On the other hand, PR is assigned on a per page basis, not on a per site basis. So no -- the PR does not "filter down" in the sense that you mean.

    Remember though that public PR (i.e., the PR you see on the toolbar or in the Google Directory or on the various PR tools on the net) is only updated periodically and therefore is probably inaccurate when you're looking at it. A page that has PR=0 showing on the toolbar today may actually be higher than that, and even if not in a month or two it may well be higher.
