As far as I know, PR has nothing to do with quality contents in the context of its algorithm. The idea behind having quality contents is so that others link back to your site, as no one will link to a crappy article. Not true. As long as you are not linking to certain type of sites that google dislikes, your site will not lose PR for outgoing links. On the other hand, you do anything excessively and you will naturally draw googles attention, and not in a good way. Most seasoned SEO pros claim that having one high PR link from a relevant site will give more PR juice than say, 100 low quality links from non-relevant sources.
