    answer to your question is yes. It won't get high from low PR links but they can increase your PR.
    You shouldn't worry about PR anyway unless you plan to make your money selling links. Instead, worry about your SERP's.

    Just a question...? Why are you lying about your location? You say you're in NYC, but true country says India. Do you not know about the "true country" feature here yet?

    Yes you can. Not very high but you can. I have PR 1, 2 and 3 sites that have all pr1 and 0 back links (and not many links at all).

    Ya PR depend on inbound link, you can increase page rank with low level Page rank site or high. If you take link with high PR you website PR will increase fastly.

    But if you want to gain better PageRank you must make links with those website which PR is higher than your website PR because it will tells Google about the reputation of your website.

    To get a high page rank you need to fap away and cream on your monitor on a consistent basis...

    There's several Ways to do this:

    Sit on your hand, wait til it's numb - convince yourself that you have scored & it's someone else...
    Use margarine for lubrication... works great if you are to stoned and can't gather enough spit for lubrication purposes...
    Ask your parents, siblings, aunts or uncles to assist if you need help.

    Page Rank doesn't mean shit these days... why bother with it?

    PR depends on the value of the inbound links. Most people think that the more back links they have, higher their PR will be. For example, site A can have 10000 back links that are PR N/A to PR3 and it won't help to get a good page rank. Like wise, Site B can have just 500 links of which say 10 are PR4 dofollow then it would increase in its page rank. Also in order to get a good page rank, the site's back links should be a mix of dofollow and nofollow. There's also link diversity as well. You can't just have back links pointing to your site.. you need to have a mix such as links from article directories, social bookmarking and so on.

    Google also says that it's irrelevant and means close to nothing... it's just a factor that noobs look into when buying and selling sites - or for selling links and that's the reason why Google hates it.

    Inbound Do follow links are the main thing which can give you a boost in SERP. but they also have to be from the same type of sites too :)

    yes you still can but low level ranking do not provide high weight and you do need to do more quality backlink compare to do one backlink from high PR site .
    But do atleast do on site that have PR more than 3. If PR 1 and zero , their sites usually have low index and most of your backlink you build do not index by Google mean unable to found by Google.

    PR is PAGE RANK developed by the Google to determine the importance of website in the eyes of the Search engine .
    It ranges from '0' to '10' where 10 is the highest and best PR that can be assigned to the website meaning the page is up to the mark of the parameters set to allot that no.
    Backlinks from the high pr websites signifies that the website getting backlink is important and trusty one.!!
