    Yea, but try not to focus on Page Rank, rather your quality in content and number of backlinks.

    Those websites may have low PR initially but with new updates from google if their PR increases then it will be an advantage to have your link in their list

    PR changes frequently but is rarely updated publicly. Just keep focusing on creating unique content and as many backlinks as possible.

    I got some top 1 ranking without any link (and PR)! Ofcourse, the keywords are not that much in use, but it's the global idea: you don't need to satisfy Google for 100% with your site...you just need to be the best compared with your concurrency!

    Write good and unique content, write relevant content, collect some GOOD and RELEVANT (follow)links and that's all you need! Page Rank doesn't matters.
    A nice tip: listing in Yahoo Directory will give you a nice boost, however it costs $ 300 to review your site within 7 days, so even then it's not sure your site will be submitted...
