I talking about PR 6 and 7.

keep it traditional. build your PR based on a good reputation.

Write some articles related to your site and remember to link back to yourself.
Make some content that people will *want* to naturally link back to.

It all depends on what your site is about. For example the phpbb developers got a high PR because each phpbb script links back to their website. genius.
