Pagerank is a numerical value (between 0 and 10) that Google assigns to every webpage and it measures how "important" the webpage is. It is calculated through an algorithm. No one (but Google) knows the exact content of the algorithm. Besides, Google makes slight changes on it from time to time. However , there are some elements that we know have an impact on the PageRank such as links pointing to the website. Google assumes that a website “A” is more important (and therefore Google assigns it a higher Pagerank) when there are other websites B, C, D, E... with links pointing to A.
Anyway it is not only a matter of quantity but also quality. That means that Google also considers the Pagerank of B, C, D and E itself and whether they are related to A or not. For instance, if our website A is about cars, a link in B (about mechanical car repairs) will be more relevant and therefore will have a higher positive impact on A’s Pagerank than a link on C (a lawyer’s website).
That's quite a rough explanation and there are whole theories behind it but I hope it helps

It is what some people eat, drink, and sleep, as well as live by.

In the words of a US judge, page rank is Google's opinion of how good your site is.

It is simply the important your site/page is according to PR algorithm. Your contents and the backlinks serve as votes for your site/page so the higher quality your content/backlinks are, they higher the PR.

PR or page rank is a numerical value of website given by Google search engine to categorize website from bad to good scale using 0 for bad upto 10 for good websites. websites are placed in search engine result pages according to PR. so a website with good top PR will be placed on first place.
