If you link to sites with a low page rank from your site - can that effect your sites page rank?

also, on the other hand, if you link to sites with a high page rank from your site, can that positively effect your sites page rank?

lower pr sites will increase your pr slightly but if the site you link to is high pr it will greatly affect your pr in a good way

Link from all pr will increase your pr. May be the low pr better than high if it just open but there are many visitor.

I have heard people say it over and over but I've never seen credible evidence that suggests that you benefit from linking TO a high or low PR site.

The opposite can be the case if you are not using nofollow

Perhaps the question should re restated because it clearly looks like he is asking about outbound links.

Outbound link may affect your PR only if they are bad quality/bad content sites.

I would avoid outbound links for the most part. I don't find they give me much benefit. Just my $0.02

Better give PR to good sites that are highly related to your site to show Google you are getting along with those related to your site. Giving link to lower PR site might transfer some of your PR juice to them, better to link on those who have higher PR.

If you link to a site that has been penalized by google it can have a negative
    affect on your pr.

You really want to focus on a variety of page rank links to your site. The bigger the mix, the better....

All kind of link will affect to PR I think.
But the most important is getting link from the same niche.

Any outbound link from your website will affect your pagerank, the higher you link to the better not to pass a lot of juice ;)

Linking to other sites, that is, the outbound links have ZERO affect on PR. PR is related to the backlinks that your site have.

Just a little. Don't pay too much attentioni to Pagerank. You'll just be wasting your time. Focus on providing VALUE and CONTENT.

Outbound links to pages with high PR will have little to no effect on your PR. Outbound links to sites that have low PR will have very little to no effect on your PR unless the site is a questionable site in Googles eyes, that can have a negative effect on your PR.

Now here is the kicker. The more outbound links you have, even the ones that are to high PR sites, the more difficult it will be to grow the pr of your site. All those outbound links funnel your link juice right out the window

Now the most important question is: Why do you even care about PR. PR means nothing when it comes to traffic. PR means very little when it comes to SERPS. PR only means something if you are trying to sell links, and selling links kills PR and SERPS, so in turn PR means nothing!

Outgoing links definitly effect your PR. They lower it because you give away linkpower which could otherwise be used within your site.

But the others are right. PR is not that important anymore.
