Page rank without page cache is this possible?

    If this is a new site then first google will index/cached it & then when you start building backlinks for the site then the site will start to gain PR.

    Yes it can. Caching/indexing has nothing to do with PR. All you need for PR is "do follow" backlinks. So a site that has the follow,noindex directive will have PR but will not be indexed.

    Its confusing, not cached but indexex and showing backlinks also. You may applied some BH technique on this site.

    when Google update PR, at that time Google cache/index it, after that it was not cache and caching date show only those website which is caching frequently, if website not cache within 1 month, Google delete old cache date also and show no cache.

    As far as the PR is issued by Google,
    If the page is not indexed/cached by google, PR is not possible :)

    Just build some backlinks to your site and it will rank well and get pagerank over time.
