Why is are people so hung up on pagerank, its all about on page seo and backlinks

In my own experiences, PR 0 would only mean your blog has been ranked but has no value currently in Google's eyes. If you want to boost your SERP ranking for your targeted keywords, you need to update your blogs with niche relative contents regularly and increase back links using your targeted keywords as anchor text stably via channels like social bookmarking, article submission etc.
