Decide what keyword or words you want to use depending on what your business is about then you must place these words in your metatags and through out your pages strategically at least your home page (not too much though). Your site must have good and fresh content like blog updates, articles etc pertaining to your site interest. Search engines love fresh content (articles). Submit articles to article directories and have links to your website. Lots of ways this is just a couple.

Some people dont have common sense, as its been said over 100 times easily alrady, Get some backlinks, thats the most important factor it getting page rank, and wait till april-may for the next update!
Are you talking about the PageRank on the Google toolbar? Or your rankings in the SERPS? I wouldn't pay much attention to the toolbar unless you're selling links or something. What's more important is how high you rank in the search engines for your key phrases. Everyone says to gain backlinks, which is true, but don't forget about optimizing your actual web pages too. Play around with different title tags and monitor the results. Google usually updates ever 24-48 hours I think. After messing around with my pages for a few weeks, I finally got to #1 for a bunch of my keywords.
I think page rank is all about how many links you can build. The idea is to get as many as possible from sites who have a decent amount of PR.
There is only one way your PageRank will increase. Inbound links. How you go about getting inbounds links will vary, but there is no evidence to suggest that anything other than inbound links will increase your PageRank.
